I use a necro/mesmer for PvP. You can deal some good life degenaration if built right. I'd suggest using skills like Life Siphon, Conjure Phantasam (sp?), Faintheartedness, Well of Suffering, Suffering, and Rotting Flesh. From there you can toss in Well of Power for the mana regen and life regen.

For pve, you can do a lot of stuff. Minioner, curses with blood fueling, OOV spammer, Mesmer keeping high energy due to SR, etc.

Switch it around for pvp, Me/N. FC is going to be a lot better than SR in all but a few cases.

PvP Necros are much more limited. for general use, you are going to want to stick with Curses. Shadow of Fear and enfeeble are great tools to slow down damage-based rangers and warriors.

Blood has a few uses; not in degen/regen, but in a character devoted around a few central skills. For example, Order of the Vampire to up attacker power or Blood is Power to fuel casters/monks mana supply. You are better off as a Nec/Monk to be able to reheal yourself though, unless you want to spend the time to set up various regen/degen spells on multiple people to keep your health high.

Read the sticky for general mesmer info.

Lightbulb Mesmer skills

You may also want to toss in a few Domination skills. I'm a Nec/Mes lvl 17 and have done mostly PvE. Domination works well in PvE because the AI isn't smart enough to tell that it has a spell like Backfire on it. I really think Domination is a great skill class. I've only done a little PvP in lower arenas, and when the other people are suckers enough to keep attacking and casting spells, you can wipe one out pretty quick with Domination. Even in higher level arenas with strategy masterminds, Domination spells such as Backfire still shut down a caster because they don't want to take 100 some damage each time they cast a spell.

Blood works well in PvE to keep you alive, but as posted above won't work incredibly well in PvP

For PvE, if you go blood and domination - you can combine things like chaos storm, backfire and mark of subversion to totally rip apart healing / caster mobs.

I've found myself backing out of soulreaping (where ive been putting leftover points) and now put them in curses. This allows you to carry spells which are useful against mobs that do physical damage - Weakness coupled with Empathy.

I forsee myself shifting more heavily to curses later on. Currently I'm set up for traversing the Desert and Elona Reach;

Blood 11 (10+1)
Dom 11
Curses 5

Carrying

Vampiric Gaze
Energy Burn
Empathy
Weaken
Chaos Storm
Arcane Thievery (useful against hydras and sand drakes for ward against melee and meteor / inferno)
Hex Breaker
Well of Blood

Having said all that though - I'd suggest just experimenting and finding a balance between what's fun for you and what's effective. I steered clear of Death and Illusion because the skills didn't always sound interesting / useful to me.
